BPF – Investment Lines

The mission of Banco Português de Fomento (BPF) revolves around supporting the economic and social development of Portugal by creating and providing innovative, competitive solutions tailored to the needs and challenges of the business ecosystem. This includes fostering entrepreneurial capacity, investment, job creation, and promoting sustainability and the economic, social, and territorial cohesion of the country.

The objectives involve capitalization and facilitating access to financing for non-financial companies in Portugal. Capitalization may occur through co-investment schemes with private operators or directly through public entities. The aim is to promote direct capitalization solutions for companies and initiatives utilizing hybrid quasi-equity mechanisms to strengthen financial autonomy. Specifically, efforts aim to restore these companies’ capital levels to those observed in December 2019, prior to the devastating impact of the pandemic crisis, preparing them to benefit from the recovery and relaunch phase expected to unfold as the pandemic eases.

Additionally, BPF’s mission includes: (i) supporting economic development by offering financing solutions, particularly through debt, with terms and pricing suitable for various stages of company and project development. This supports entrepreneurial capacity, investment, job creation, and provides local companies with financing conditions equivalent to the best international market references through managing financing instruments and risk-sharing; (ii) supporting the Portuguese business community by addressing market gaps in access to financing, particularly focusing on small and medium-sized enterprises (SMEs) and mid-caps.

In this context, BPF aims to promote investment projects falling within the four areas of the Recovery and Resilience Plan (PRR): (1) Sustainable infrastructure; (2) Research, innovation, and digitalization; (3) Small and Medium Enterprises (SMEs); and (4) Social investment and skills.
